
Wednesday, February 11, 2004Not quite rightPresident Bush plans to endorse a constitutional amendment that would define marriage as the union of a man and a woman in response to a Massachusetts court decision requiring legal recognition of gay marriages in that state, key advisers said yesterday. Really? It won't prevent states from legalizing civil unions? Let's look at that amendment, shall we? Musgrave's proposal, called the Federal Marriage Amendment, states: "Marriage in the United States shall consist only of the union of a man and a woman. Neither this Constitution or the constitution of any State, nor state or federal law, shall be construed to require that marital status or the legal incidents thereof be conferred upon unmarried couples or groups."
